The Panamanian authorities are trying to push through a lot at the moment. Proposed new transit fees for the current canal have been met with dismay by carriers – and prompted a resurfacing of talks of building a rival canal in Nicaragua – while this proposal to scan all containers (the vast majority of which are transhipment) passing through the country’s large transhipment terminals could lead to volumes being transhipped at other Caribbean ports.
